Fractional HR Leadership

Senior HR leadership, without a full-time hire.

Some organizations need the experience of a senior HR leader long before they can justify the salary of one. Fractional leadership gives you that experience on a schedule and scope that fits the business you actually have.

What this looks like

You need the decisions, not the headcount

The signals below are the ones we hear most often from organizations that end up in a fractional arrangement.

Managers are making people decisions without a consistent framework, and the answers differ depending on who they ask.

HR administration is handled by someone whose real job is finance, operations, or office management.

Leadership wants a workforce plan, a compensation philosophy, or a compliance position, and no one owns building it.

You are large enough to need an HR leader and not yet large enough to fund the role at market rate.

How we help

Three ways this gets delivered

Fractional leadership is rarely a single service. Most engagements combine strategic direction with the execution capacity to carry it out.

Direction

Fractional HR leadership

An experienced HR leader working on a defined cadence — setting policy direction, advising leadership, and owning the decisions that need senior experience.

HR Managed Services

The day-to-day operational layer underneath the strategy: employee relations, compliance, policy administration, and daily HR operations.

How it works

Getting started

1

Scoping conversation

We talk through the business, the team you have today, and the decisions that are currently going unmade.

2

Cadence and scope

We agree what the leader owns, how often they engage, and where execution support is needed underneath.

3

Assessment

The first weeks establish a baseline — what exists, what is missing, and what carries risk.

4

Roadmap and execution

Priorities are sequenced, work begins, and scope adjusts as the organization changes.

FAQ

Common questions

It can be. Interim coverage is typically full-time for a defined period while a role is vacant. Fractional is ongoing but part-time — the leader stays with you as a standing resource on an agreed cadence. We deliver both, and which one fits depends on whether you are covering a gap or building a function.
Scope is set with you rather than sold in fixed tiers. It depends on headcount, complexity, how many locations and states you operate in, and how much execution support sits underneath the role.
Not usually, and that is intentional. Senior time is expensive and administrative work is better handled by a team built for it. Most engagements pair the leader with HR managed services or project support so the leader is making decisions rather than processing them.
The engagement is designed to hand off. Because the policies, structure, and documentation are built as part of the work, a permanent hire inherits a functioning HR operation rather than starting over.
No. Skillcloud is not a PEO. You remain the employer of record, your employees stay your employees, and you keep control of your HR technology and vendor relationships.
